Electroplating refers to the electroplating, electrolysis, electroforming, chemical plating, hot dip plating, brush plating, printed circuit board electroplating, as well as surface treatment of metals such as oxidation, phosphating, and passivation. For a long time, the electroplating industry in our province has lacked unified environmental planning and management, and the distribution of electroplating factories has shown a "scattered, disorderly, and small" pattern. Some small workshop style 15 small electroplating enterprises have outdated processes, outdated equipment, high resource consumption, poor product quality, poor management of highly toxic raw materials, and serious environmental pollution, posing a threat to the environmental quality and production safety of our province. In recent years, some electroplating enterprises in coastal areas have transferred to our province. In order to standardize the development of our province's electroplating industry, guide electroplating enterprises to layout reasonably, prevent low-level repetitive construction of the electroplating industry, and control pollution from the source, in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Clean Production Promotion Law, as well as national environmental protection, industrial, and technological policies, The following opinions are proposed to strengthen the environmental protection management of the electroplating industry in our province:

1、 Basic ideas for strengthening environmental protection management in the electroplating industry

Adopting an intensive development approach, selecting areas with large environmental capacity, good environmental conditions, and suitable for the development of the electroplating industry, planning and constructing centralized control areas for electroplating production (hereinafter referred to as "centralized control areas"). Guide electroplating enterprises to relatively concentrate their construction through economic, legal, and necessary administrative means. On the one hand, improving the agglomeration effect of the electroplating industry; On the other hand, through centralized layout, centralized control, centralized management, and centralized pollution control, problems such as unreasonable layout and environmental pollution of electroplating enterprises can be solved. Promote the healthy and orderly development of the electroplating industry, shifting from extensive to intensive management.

2、 Basic Principles for Strengthening Environmental Protection Management in the Electroplating Industry

（1） Principle of total quantity control. Implement total quantity control on electroplating factories, except for large-scale production of products supported by the state, military products, and other special products that require additional electroplating processes and workshops, no new batches or new electroplating factories will be built outside the centralized control area.

（2） The principle of relative concentration. New and existing professional electroplating factories should all enter the centralized control area for production, and implement unified planning, standards, and management.

（3） The principle of centralized pollution control. Implement the separation of production and pollution control, and implement unified sewage treatment by professional sewage treatment operators. Separate sewage treatment from electroplating production enterprises, adopt market-oriented mechanisms, encourage sewage treatment enterprises to continuously introduce advanced technology and processes, strictly discharge according to national environmental standards, and install automatic monitoring devices for wastewater pollutants, effectively solving the problem of electroplating pollution control and supervision difficulties.

（4） The principle of clean production. Adopting the development model of centralized control zones, organizing the electroplating industry to implement clean production, reducing material, water, and energy consumption, promoting electroplating enterprises to actively research, develop, and adopt high-tech to improve process level, control the generation and discharge of pollutants from the source, improve product quality, optimize product structure, and achieve technological upgrading of the electroplating industry. 3、 Environmental Protection Goals for the Development of Electroplating Industry
